In Mexico, the 2021 outsourcing reform put REPSE into every staffing purchase, and 2027 brings a 46-hour week and mandatory electronic time tracking.

The challenges every team reports, and how we turn them into pipeline.
Since April 2021, Mexico's Federal Labor Law has banned staff outsourcing and only allows specialized services that fall outside the client's corporate purpose and main business activity, delivered by a provider registered in REPSE. That moved the purchase to a different desk. If the provider's registration has lapsed, the client loses the expense deduction and the VAT credit, and the tax authority (SAT) has been sending letters to companies that used providers with cancelled or inactive REPSE records. So a staffing or payroll outsourcing proposal now goes through HR, but also through Tax, Procurement and Legal, who ask for the registration and the filing receipts with IMSS and Infonavit before onboarding any vendor.
The regulatory calendar also opens buying windows you can plan around. The reform published in the Official Gazette on May 1, 2026 cuts the maximum work week to 46 hours on January 1, 2027, then by two hours a year until it reaches 40 in 2030, and from that same date requires employers to record each worker's hours electronically. That drives projects in time tracking, payroll and shift coverage. The catch is that the head of Capital Humano gets similar pitches every day and only answers the one that talks about their operation.
We segment by the obligation your service solves: plants adding shifts in Nuevo León, Coahuila or the Bajío if you do high-volume recruiting, multi-site employers if you sell time tracking, corporates with staffing providers to clean up if you offer REPSE-registered services. We map HR and also whoever approves vendors in Tax or Procurement, with a different message for each: turnover and time-to-fill for the first, deductibility and SAT exposure for the second. Our SDRs prospect in Mexican Spanish on Central Mexico time, and we launch campaigns ahead of the dates that move budget: year-end, each step of the work-week reduction and profit-sharing (PTU) season.

An active REPSE registration with the Ministry of Labor (STPS), and a service that is genuinely specialized, meaning outside the client's corporate purpose and main business activity. The registration lasts three years from the original filing and must be renewed in the three months before it expires. Without it, the client loses the income tax deduction and the VAT credit. Bring the registration number, its expiry date and your IMSS and Infonavit filing receipts to the first meeting, because that is the first thing Tax or Procurement will ask for.

It creates fixed buying dates. The maximum work week drops to 46 hours on January 1, 2027, to 44 in 2028, 42 in 2029 and 40 in 2030, and from 2027 employers must keep an electronic record of each worker's hours under rules issued by the STPS. Companies running shifts have to redesign schedules, hire to cover lost hours or pay more overtime. If you sell time tracking, payroll or staffing, every January 1 until 2030 gives you a new conversation with the same account.

It depends on what you sell. For HR software and workplace climate or NOM-035 consulting, the sponsor is usually the head of Capital Humano, with IT checking payroll integration. For staffing and payroll outsourcing, HR stopped deciding alone in 2021: Tax or the Comptroller reviews REPSE status and deductibility, and Procurement onboards the vendor. In manufacturing plants, the plant manager drives urgency when turnover leaves lines understaffed. Prospect only HR and the deal stalls at vendor review.
